在北极地缘战略博弈日趋激烈、治理规则进入重构关键期的背景下，地方主体成为破解北极治理困境、推动规则完善的重要力量。山东省作为中国海洋强省与齐鲁文化核心承载地，依托产业、区位、科研等多重优势，在“冰上丝绸之路”倡议指引下，以地方主体身份参与北极事务具备独特基础。研究立足北极治理规则博弈的现实图景与核心焦点，以齐鲁文化为赋能内核，突出其“孔孟思想为核心、务实开放为特质”的核心内涵，系统剖析山东省参与北极事务的基础条件与齐鲁文化的赋能优势，重点探讨规则博弈背景下齐鲁文化赋能山东省参与北极事务的具体策略与路径。研究发现，齐鲁文化所蕴含的“礼序、和合、诚信、担当”等价值，能够有效赋能山东省在北极治理中实现“规则内化、多元协同、品牌塑造与话语提升”，为地方主体参与全球治理提供了“文化+实践”深度融合的创新样本，推动构建多元协同、包容普惠的北极治理体系。
Abstract：Against the backdrop of intensifying geopolitical competition in the Arctic and a critical period of reconstruction in governance rules,local actors increasingly become an important force in resolving governance dilemmas and advancing rule improvement.As a major maritime province of China and the core carrier of Qilu culture,Shandong Province possesses unique advantages in industry,geographic location,and scientific research.Guided by the“Polar Silk Road”initiative,it therefore has a distinctive foundation for participating in Arctic affairs as a local actor.Based on the evolving landscape and focal issues of rule competition in Arctic governance,this study takes Qilu culture as its empowering core.Emphasizing its key characteristics“Confucian and Mencian thought as the intellectual foundation and a pragmatic and open orientation”,this study systematically examines both the foundational conditions for Shandong Province's participation in Arctic affairs and the empowering advantages inherent in Qilu Culture.It further explores the specific strategies and pathways through which Qilu culture can empower Shandong Province's engagement in Arctic affairs within the context of governance rule competition.The study finds that the values embedded in Qilu Culture,such as ritual order,harmony,integrity,and responsibility can effectively empower Shandong Province to advance rule internalization,promote multi-actor collaboration,cultivate regional branding,and enhance discourse capacity in Arctic governance.It offers an innovative model of deep integration of“culture and practice”for local actors participating in global governance,and contributes to building a more diversified,cooperative,and inclusive Arctic governance system.
